File size and pixel dimensions are different requirements. First read the form instructions: note its accepted format, width, height and maximum KB. Choose a photo, select your target size and inspect the result before uploading it to the application.
JPG reduces file size by discarding some image detail. A very small KB target can soften hair, text and edges. Reducing oversized pixel dimensions first usually gives a better result than repeatedly compressing the same file.
A target is a limit to aim for, not a guarantee for every image and format. PNG can remain large even at a low quality setting. Try JPG for photos, then reduce dimensions if the receiving form permits it. Check the actual downloaded file size.
